Chapter 112: Efficiency
Chapter 112: Efficiency
Chapter 113, Section 112: Efficiency (Three chapters combined)
The Yoda Perfume glided through the clouds, the entire ship enveloped in a flowing golden hull that reflected a dazzling light under the sun.
Oro stood at the bow of the ship, the hem of his golden coat stretched straight back in the airflow.
Lingling leaned against the gunwale next to him, her long pink hair flying wildly in the wind. She squinted at the white sea rushing past below.
"Auro, why don't we go back to Jaya Island first this time?"
Lingling asked loudly, her voice somewhat muffled in the wind.
Oro's gaze fell on the outline of Apayado that had already appeared ahead: "There are some things that need to be arranged as soon as possible, there's no need to go through the motions."
Osa, Shakky, and Toma stood not far away. Osa crossed her arms and looked at the approaching sky island with a blank expression on her face.
Xia Qi leaned against the mast, tidying her short black hair that had been ruffled by the wind.
Thomas lay on the other side of the ship's railing, peering down curiously. From this height, the White Sea looked like a giant cotton field, with occasional White Sea creatures leaping out of the clouds.
"Murderous woman, are you nervous?"
Xia Qi suddenly spoke, her tone carrying her usual teasing towards Ou Sha.
Osa glanced at her: "Why would I be nervous?"
"Who knows? Maybe he's afraid of seeing the main wife?" Xia Qi tilted her head.
"Shut up." Osa turned her head away and ignored her.
The gold-clad ship began to slow down and descended smoothly towards the complex of buildings in the center of Apayado.
From the air, the entire Central Affairs Building can be clearly seen. The massive complex reflects the luster of stone and metal under the sunlight. The arched domes favored by the Angels are combined with the rugged stone columns of the Shandian style, creating a unique visual style.
A group of people were already standing on the open ground outside the building.
The ship landed with almost no vibration, and the golden hull receded like the tide, flowing back to Oro's feet to reveal the Yoda Perfume's original bright red hull.
Gails stood at the front of the crowd.
She was wearing a light gray business suit today, her long hair was neatly tied up in a bun at the back of her head, and she was holding a black folder in her hand.
Seeing Oro step off the ship, she smiled gently and said, "Welcome back."
Oro nodded and walked towards her. Lingling skipped along behind, hugging Gails tightly: "Gails! I did a great job on my mission!"
"I know, I know, Lingling is really good."
Gails smiled and patted Lingling on the back.
Taylor and her five mermaid secretaries stood to Gail's left, all dressed in matching dark blue 0L outfits.
They were wearing uniforms and each carried a file box of a different color.
Thanks to the research of scientist Asir, mermaids have already transformed their fish tails into human legs, making it easier for them to move around.
Standing to the right was Stussy, who had chosen a deep red, form-fitting long dress for the occasion, her blonde hair loosely draped over her shoulders, and a perfectly appropriate smile on her face.
When Oro looked at her, she winked playfully.
Osa, Shaki, and Toma stepped off the ship.
Osa's gaze immediately fell on Stussy. She had never seen this woman before, but she was all too familiar with her eyes and demeanor.
Shaki gave Stuart a quick once-over and then raised an eyebrow.
Seeing this, Thomas couldn't help but gently tug at Shakky's sleeve.
Gails handed the folder to Oro: "There's something you need to take care of first."
Oro took the folder and opened it, quickly scanning the contents: "The Five Elders?"
Gails nodded: "They said they want to question you about the new navy, and they even want you to personally visit the Holy Land."
She smiled as she said her last sentence, her tone clearly teasing.
Oro laughed too: "Holy Land? Has the Holy Land been rebuilt yet? Sending people there is beneath us. How undignified."
He raised his hand, and the folder in his hand was enveloped in golden light, instantly disintegrating into countless tiny fragments that drifted through his fingers.
"Reply to the World Government: I'm too busy to go."
He waved his hand dismissively: "Let's go, let's go see York and the others first."
He turned and walked toward the main building of the Central Affairs Office, and the women followed naturally.
Gails walked on Auro's left, Lingling skipped along on her right, and Taylor and her secretariat followed a little behind.
Stussy walked calmly beside the mermaids, his steps as steady as if he were at home.
Osa stood there awkwardly, unsure whether she should follow.
Thomas tugged at her hand: "Osa?"
"Let's go," Shakky pushed Osa from behind. "Don't just stand here like an idiot."
Osa took a deep breath and started walking. Toma quickly followed, while Shakky brought up the rear, her gaze lingering thoughtfully on Stusky's retreating figure for a few seconds.
The corridors inside the Central Affairs Hall are wide, with polished stone floors and decorations on the walls on both sides that are characteristic of the Sky Island, including feather handicrafts from the Angel race and hunting totems from the Shandians.
At regular intervals, guards dressed in Gaya guard uniforms stood watch, immediately standing at attention and saluting when they saw Oro and his party.
Oro didn't stop, heading straight into the western section deep within the building.
As Gails walked, she whispered to Oro, "Newgate and the others arrived half an hour ago in conference room number six."
"Zeff and Garp seem to be in relatively stable condition—well, Garp is a little too stable."
"Garp is carefree, don't worry about him too much."
After speaking, Auro tried to take Gails' hand. Gails initially dodged a few times. She could let it go with the other women behind her, but there were many government officials in the building, and she was afraid it would have a bad influence.
Unfortunately, after dodging a few times, her hand was still forcefully grabbed by Auro.
The gazes of the government officials who stopped to salute made Gails blush slightly: "In addition, the infrastructure construction on Little Garden Island is 70% complete. As per your request, the port and fortifications are given priority."
"In terms of supplies, we have enough food and medicine to sustain 30,000 people for six months. Weapons and ammunition need to be transported from Gaya Island, which will take about another week."
"Speed it up to three days."
"it is good."
They stopped in front of a heavy double wooden door, with two guards standing on either side. Upon seeing Oro, they immediately pushed the door open.
Five people were already seated in the meeting room.
Newgate sat on the left side of the long table, arms crossed and eyes closed, resting. Hearing the door open, he opened his eyes and nodded to Oro.
York and Brooke sat opposite Newgate. York was organizing a stack of documents in front of him, while Brooke held a cup of tea, a habit he had maintained for many years, even though he no longer had a stomach.
Upon seeing Oro enter, York put down his documents, and Brooke put down his teacup; the two stood up simultaneously.
Zephyr and Garp sat at the other end of the long table.
Zefa was wearing a dark gray casual outfit, with the blue cloth strap on his left arm still attached, and he sat upright.
Garp sat next to him, still wearing the lieutenant general's uniform without the Justice Coat, the sleeves rolled up to his elbows, revealing his muscular forearms.
"Sit down." Auro walked to the head seat and sat down.
The women naturally dispersed throughout the conference room.
Gails sat in the empty seat to Auro's right, took the new folder from Taylor, and opened it. Lingling sat to Auro's left.
The three Osa sisters sat in a spot away from the other men except Oro, while Stussy chose a corner where he could see everyone clearly, leaning against the wall with his arms crossed.
"Everyone's here."
Oro looked at Zephyr and Garp: "How's the situation with the new Navy?"
Zefa clasped his hands together on the table: "The soldiers' morale is generally stable, but there is a significant shortage of supplies."
"We brought out seventeen ships, five of which require major repairs. We only have enough weapons and ammunition for three medium-sized operations."
"What about food and medicine?" Oro asked.
"Only enough for one month."
Karp replied, his voice deep: "This is still a supply that was snatched from that island."
"There are only forty-three medics left; the seriously wounded have already been transferred to your hospital."
Oro nodded and looked at Gails, who opened the folder in her hand: "The infrastructure of Little Garden Island has been completed. We have built a port, barracks, training grounds and a hospital on the island."
"The warehouse has a three-month supply of food, medicine, and conventional weapons."
She pulled out a document and pushed it towards Zefa: "This is the list."
Zephyr took the document and quickly scanned it. Garp also leaned over to look. Neither of them had any expression on their faces, but their tense shoulders relaxed a little.
"The base was chosen to be located on Little Garden Island because it is close to Upside Down Mountain."
Oro looked at Zephyr and Garp: "Information from all over the world can be transmitted quickly through the Reverse Mountain."
"Moreover, the island itself is easy to defend and difficult to attack, and the surrounding sea environment is complex, making it difficult for a large-scale naval fleet to deploy."
Zephyr put down the documents and looked up at Oro: "The World Government will not stand idly by. We are essentially openly splitting the Navy, and they will definitely send troops to suppress us."
"Then let them come."
Oro said calmly, "You only need to deal with the navy; the rest of the United Kingdoms will be handled."
Garp stared at Oro, his tone incredulous: "Are you sure? Those Celestial Dragons won't let this go."
Oro waved his hand: "There's no room for negotiation between the World Government and us. They're just arrogantly treating us like a goose that lays golden eggs."
"What remains uncertain is when the war will break out in full force and in what form."
The meeting room was silent for a few seconds.
"Your speech has made your position very clear."
Oro continued to tell Zefa, "The new navy is not a rebellion, it is a reconstruction."
"This slogan must be shouted loudly, so that all naval soldiers can hear it."
"Those who are willing to come with you, take them. Those who are not, send them back."
"The casualties will be huge," Zephyr sighed.
"The casualties began the moment you stepped forward."
Oro stared at Zefa: "Casualties are inevitable; you understand those big principles better than I do."
Garp was silent for a moment, then scratched his head: "I know, I know, you're so long-winded."
Zefa took a deep breath: "We will establish a command system on Little Garden Island as soon as possible."
"There are still many of my former students and subordinates within the Navy, and I will try to contact them."
"Beware of traps."
York interjected, "The World Government must have anticipated this. The CP people are probably already eyeing all the naval officers who are closely associated with you."
"Therefore, we need to do the opposite."
Brooke put down his teacup, his bony fingers tapping lightly on the table: "Don't look for those who are openly on good terms with Mr. Zephyr, look for those who are unassuming but have a sense of justice in their hearts."
"For example—those who refused to comply with orders and were detained during this ten-day trial, or those who voluntarily applied to be transferred from frontline positions."
Zephyr's eyes lit up: "Do you have a list?"
"I'll give it to you within three days."
Gails chimed in, quickly pulling a piece of paper from her folder to jot down notes: "The intelligence department has been compiling information on this."
After they finished speaking, Oro spoke again: "The new navy's operational policy is very simple—to attack the World Government's naval facilities, rescue the oppressed people, and expose the World Government's atrocities."
"But remember, do not attack non-military targets, do not harm civilians, and do not become the kind of people you once fought against."
"You should say that to the World Government," Garp snorted.
"It is precisely because the world government cannot do it that we must do it."
Oro stood up: "Gentlemen, the new navy is in your hands now."
Zephyr and Garp also stood up. They walked up to Oro, and Zephyr extended his hand to Oro. The two shook hands.
"Thank you," Zefa said sincerely.
"No need."
Oro released his grip: "Just remember, we have the same goal."
Garp patted Auro on the shoulder with an overly familiar pat, the force enough to break an ordinary person's bones: "Kid, you're crazy, but I admire you. Let's go."
The two left the meeting room. After the door closed, the atmosphere in the room relaxed slightly.
Oro sat down again and looked at York and Brooke: "What's the situation inside the United Kingdom?"
"The overall security situation is stable."
York reported: "There have been no large-scale disturbances in the core areas of the kingdom, but small-scale espionage activities have increased by 30%, mainly concentrated in trading ports."
"Clean it up," Oro said decisively.
"It's already being done."
Brooke continued, "The security fleet arrested 317 suspected CP agents this week."
"After interrogation, it was confirmed that 192 of them were sent by the World Government, 28 were from other forces, and three were ordinary commercial spies."
"As you instructed, they have all been publicly executed."
"well done."
Oro nodded: "Continue to maintain a high-pressure stance."
"In addition, the internal purges of the Golden Fleet and the Gaya Guard must be strengthened, especially for newly joined members; background checks must be rigorous."
"Understood," York and Brooke responded simultaneously.
Oro turned to Newgate and Lingling: "The high-end armed defense of Gaya Island is in your hands, Newgate. You and your crew are free to maneuver."
"Lingling, you stay on the island and take charge of providing support in various places, just like before."
"Okay!" Lingling nodded vigorously.
Newgate chuckled a few times: "Don't worry, with me here, no one can touch Gaya Island."
"It's not that no one can make a move, it's that making a move comes at a price."
Oro corrected: "The World Government doesn't dare to wage a full-scale war right now, but there will definitely be small-scale probing attacks. Your mission is to ensure that all probing attacks end in failure."
"good!"
Oro's gaze shifted to Gails, who had already prepared the next document and spoke directly: "The administrative system is operating normally. Local councils have been established on the islands we control, and the selection and training of grassroots officials are underway."
"In terms of the economy, Tianhai Trading Company's revenue this quarter increased by 40 percent compared to the same period last year, with the main growth coming from new shipping routes in the North China Sea and East China Sea."
She paused, then continued, "There are also problems. Rapid expansion has led to a shortage of managers, and many positions can only be filled by promotions that don't meet the usual requirements, resulting in a wide range of abilities."
"The judicial system is still imperfect, and in some areas, there are signs of local officials abusing their power."
"In addition, military spending accounts for 40% of fiscal revenue, which is unsustainable in the long run."
"The management personnel issue will be addressed by transferring graduates from Sky Island Academy."
Oro thought for a moment, then continued, "The judicial system will have the Secretariat take the lead and produce a complete draft code within three months."
"Military spending will decrease once the new navy becomes self-sufficient; until then, the shortfall will be covered by my private treasury."
Gail quickly jotted down notes on the document: "Understood."
"Taylor," Oro said, looking at the Mermaid Secretariat, "The Secretariat's next priority is to work with Gails to improve the administrative system and help her continue to operate this state apparatus."
"Yes!" Taylor nodded seriously.
Auro looked last at Stussy in the corner.
Stussy stood there quietly, as if watching a performance that had nothing to do with him.
Only when Auro's gaze fell on her did she straighten up slightly and a smile appeared on her face.
"Stusi".
"Yes, Mr. President," Stussy said sweetly.
In an instant, all the other women in the conference room turned their attention to her.
The Amazonian lily sisters reacted most noticeably: Osha frowned, Shakky raised an eyebrow, and Toma looked at Stussy with some surprise.
"Your task is simple."
Oro seemed oblivious to those gazes: "The government's internal personnel are engaged in anti-corruption, anti-espionage, and counter-espionage efforts, and then regularly report the results to the Secretariat."
"I'm giving you the highest level of investigative authority, which allows you to directly mobilize the security fleet and Gaya guards."
"Those who are caught will be dealt with according to the law if there is conclusive evidence. If there is insufficient evidence, you can make your own judgment. If you are unsure, then tell me."
Stussy's eyes lit up immediately: "You mean 'judge for yourself'?"
"What I mean is, as long as it doesn't cause widespread panic, I don't care what methods are used."
Auro calmly looked at the already excited, crazy beauty: "I have only one request: to keep the number of corrupt officials within the United Kingdom below 10% in the long term."
"Leave it to me, Mr. President!"
Stussy winked at Oro and smiled like a cat that had just caught a ball of yarn.
The meeting was essentially over. York and Brooke rose to take their leave; they were going to arrange the next steps for the security fleet. Newgate also left with them.
After tidying up the documents, Gails said to Oro, "The Five Elders—are you really not going to do anything about them?"
"in spite of."
Oro cracked his neck: "They'll just pass the buck if we send someone to confront them. We don't need to bother with them for now."
Gails smiled and nodded: "I understand."
She left the conference room with Taylor and her secretariat. Lingling followed Gails away, leaving only Oro, Stussy, and the three Osa sisters standing by the wall.
Stussy glanced at Oro, then at Osa and the other two, and chuckled softly, "Then I'll go familiarize myself with the work, Mr. President."
She walked gracefully out of the conference room and casually closed the door behind her.
The meeting room fell completely silent.
Osa, Shaki, and Thomas looked at each other in bewilderment. Why did they all leave at once?
What will happen to them?
